  To assist local businesses in introducing overseas technology talent, the Industrial Development and Investment Center (IDIC) launched the Overseas Talent Recruit Website (http://hirecruit.nat.gov.tw) in April 2003 to provide real-time, accurate information on overseas technology talent and job matching services. As of May 2005, the Website has attracted 417 local technology companies and 2,818 overseas technology professionals to apply for membership. It has successfully helped 11,460 job seekers/givers find their ideal candidates. This has not only drawn attention from all sides, but has also seen it win the honor of being chosen by the STAG as the exclusive portal for overseas talent recruiting services.

  Aiming at fully implementing the task assigned by the Executive Yuan, we have collected thoughts and ideas from the Chung-Hua Institution for Economic Research, the organizer of the Overseas Technology Talent Recruit Program, and scholars and experts in this field. Therefore, the new version of the Website was released in July 2004, and starting from June this year, the Website will take the initiative to send HiRecruit e-newsletters to local businesses and its members to create direct communication channels between local businesses and overseas technology talent. The e-newsletter will feature highlights of the latest supply-and-demand situations of the local technology industry. In addition, the easy-to-navigate Website will lead the visitor directly to the desired information. We hope that through this Website we can contribute our part in facilitating cooperation between overseas talent and local technology companies and injecting new blood into our technology industry.

  The name of the e-newsletter – HiRecruit – is carefully chosen by the CIER to carry out the concepts of “Hi-tech + Recruitment,” “Hire + Recruit,” and “Human Resource.” Its content consists primarily of information on the latest job openings, resumes of overseas talent, real-time information on the Overseas Technology Talent Recruit Mission, the most-updated government policies, and so on. We hope to gain even more new subscribers in the future and welcome your comments.

Pic_2005 Taiwan Overseas High-Tech Talent Recruiting Mission

 

  In recent years the ROC government has promoted many key industries - e.g., the Two Trillion, Two Star Industries (semiconductor, image display, bio-technology, and digital ontent) and newly emerging technology industries such as the nanotechnology industry. These efforts have brought about prosperous development, structural transformation, and a rapid expansion of our hi-tech industry. A shortage of hi-tech talent has thus appeared in the ROC market. In addition to relying on the education system or corporate training, one of the fastest and most direct ways to acquire hi-tech talent is to recruit hi-tech professionals from advanced countries.

   The recruitment of overseas technology professionals is one of the key policies of the ROC government and has been included in the 2008 National Central Development Programs. Considering the success of the Overseas Technology Talent Recruit Mission in 2003 and 2004, the Chung-Hua Institution for Economic Research (CIER) has decided to organize the Overseas Technology Talent Recruit Mission again this year. The 2005 Mission will be guided by the Science & Technology Advisors Group (STAG) of the Executive Yuan and organized by the National Science Council (NSC) and the Ministry of Economic Affairs (MOEA). The Hsinchu Science-based Industrial Park Administration (HSIPA), the Tainan Science-based Industrial Park Administration (TNSIPA), the Central Development Office of Science-based Industrial Park (SIPA) and relevant agencies will be co-organizers of the Mission and the CIER will be the executor of the plan. The foreign missions of the ROC, overseas communities, and student associations will also provide assistance to help construct a complete service network to recruit technology talent from overseas.

   The 2005 Taiwan Overseas High-Tech Talent Recruiting Mission is in the preparation phase and will travel, from September 21 to October 3, to 6 cities (Santiago, Los Angeles, San Francisco, Seattle, Vancouver, and Tokyo) to hold recruiting seminars. Forty companies and 1,500 overseas professionals are expected to participate in the activities.
